Arlene Fickler Spoke to University of Pennsylvania’s Center for Ethics and the Rule of Law Summer Interns

As a member of the Executive Board of the University of Pennsylvania’s Center for Ethics and the Rule of Law (“CERL”), Arlene Fickler and other Board members presented at an event for CERL’s summer interns on July 12, 2022. Arlene spoke about her role as counsel to CERL when it filed an Amicus Curiae brief in support of the plaintiffs in a lawsuit challenging the constitutionality of U.S. intelligence agencies’ prepublication review procedures. Those procedures require current and former employees of the agencies to submit their writings for review before publication. In its Amicus brief, CERL argued that the prepublication review procedures chill national security discourse and discourage national security experts from entering government service.
