Robert Collings Authored Three Chapters in The Solicitor’s Handbook

Robert L. Collings authored three chapters in the Fourth Edition of The Solicitor’s Handbook, published by the Pennsylvania Department of Community and Economic Development (DCED). Collings wrote about “Stormwater Management”, “Pennsylvania’s Voluntary Cleanup Statute”, and “Municipal Solid Waste/Recycling.” Collings was also involved in all 3 prior editions of the Handbook.

The Handbook is a comprehensive reference for solicitors who serve the pivotal role in rendering technical assistance to municipal officials, helping to keep solicitors up to date on municipal law and supporting the effective functioning of local governments. It is published in connection with the Governor’s Center for Local Government Services and the Pennsylvania State Association of Township Supervisors, and is distributed by DCED to all municipal solicitors in Pennsylvania.

Collings is co-chair of Schnader’s Energy & Environmental Practice Group, co-chair of the Sustainability and Environmental Services Practice Group, former chair of the Litigation Department, and a former member of the Firm’s Executive Committee. He has more than 25 years of regulatory and litigation experience in environmental law and hazardous substance issues and environmentally-affected corporate, real estate, and land use issues.
