“Legal Issues in Certification” (E-Scrap News)

John B. Britton, Ronald S. Cusano, and Levi Jones authored the article “Legal Issues in Certification” published in the March 2013 edition of E-Scrap News. The authors set out the main differences between the two recycling certification regimes — R2 and e-Stewards — for used or end-of-life electronic products, and how proposed changes in the R2 regime (titled R2:2013) may narrow the gap between the two. The purpose of both certification regimes is to instill in recyclers the need for responsible management and handling procedures for used electronic products and hazardous e-waste. The authors also discuss issues related to the export from developed countries to developing countries of electronic products and related hazardous components, a significant global concern due to the unregulated disposal practices in developing countries which result in adverse consequences to the environment and public health in those countries.
